NYS Inspector General Appoints Independent Monitor to Oversee Orange County Industrial Development Authority

New York State Inspector General Lucy Lang announced the selection of Anchin to serve as the independent monitor overseeing the Orange County Industrial Development Authority (OCIDA).

As part of the Fiscal Year 2023 New York State Budget process, lawmakers passed legislation installing an independent monitor to oversee the activities of the OCIDA, and charged the New York State Inspector General with spearheading the appointment process.

In response, the Inspector General posted a Request for Information on August 24, 2023, and a subsequent Request for Proposals on November 13, 2023. All proposals were then evaluated and scored by a multidisciplinary panel of senior members of the Inspector General’s staff from across the state, followed by interviews with the highest scoring applicants.

Ultimately, the proposal submitted by Anchin, a century old accounting and advisory firm, led by Brian Sanvidge, was selected. Sanvidge, a certified forensic accountant and former Inspector General for the New York State Department of Labor, will lead a team of experienced auditors, accountants, and fraud examiners with extensive experience overseeing Industrial Development Agencies across New York State and the country.

Anchin will begin work immediately and, as per the legislation creating the monitorship, will provide semi-annual reports to the Inspector General, Governor, President Pro Tempore of the Senate, and Speaker of the Assembly, on the fiscal and operational status of the OCIDA. The first report will be issued within the first six months of the monitor’s appointment, and forthcoming reports will be issued every six months thereafter.
